CONNECTING SCHOOLS AND FIRST RESPONDERS:ADVANCING THE UVALDE STRONG ACT WITH BRIDGE4PS

OVERVIEW
The Uvalde Strong Act (HB 33) places increased emphasis on communication, coordination, and collaboration between school districts and public safety agencies. To support these objectives, Cotulla Independent School District participates in Bridge4PS alongside the La Salle County Sheriff's Office, La Salle County Fire & Rescue, La Salle County Constables, Texas Department of Public Safety, U.S. Border Patrol, TxDOT, Encinal Police Department, Texas Division of Emergency Management, and Texas Parks & Wildlife.
SUPPORTING HB 33 THROUGH REAL-TIME SITUATIONAL AWARENESS
One of the most valuable benefits of participating in the countywide interoperability channel is the ability to receive real-time information directly from public safety partners.
During lockdowns, drills, security concerns, or other school-related incidents, district personnel can provide real-time updates directly to responding agencies through the same platform used by law enforcement and first responders.
This allows participating agencies to share information, coordinate resources, and maintain a common operating picture throughout the event. By participating directly in the information flow, schools become active contributors to coordinated response efforts rather than simply recipients of emergency notifications.
STREAMLINING SCHOOL RESOURCE OFFICER COORDINATION
In addition to countywide collaboration, Cotulla ISD utilizes Bridge4PS internally to streamline communication between school administrators, School Resource Officers, and security personnel.
The district maintains a dedicated channel used to coordinate:
- ✓Bi-annual campus safety and security inspections
- ✓Routine maintenance and security issues
- ✓Student and staff medical incidents
- ✓School drills and preparedness activities
- ✓Graduation and special event planning
- ✓Distribution of maps, schedules, and operational information
Having a centralized communication environment ensures information is readily available, searchable, and accessible to all authorized personnel.

SUPPORTING STUDENT SAFETY DURING BAILOUT INCIDENTS
La Salle County regularly experiences law enforcement activity associated with
human smuggling and vehicle pursuits. Through Bridge4PS, Cotulla ISD receives immediate situational awareness and can adjust dismissal procedures, outdoor
activities, and campus operations as necessary to enhance student safety.
PROACTIVELY REROUTING SCHOOL BUSES
When TxDPS or the Sheriff's Office report major traffic incidents or Interstate 35
closures, Cotulla ISD can immediately evaluate potential impacts to transportation operations and proactively reroute buses before delays affect students. Rather than waiting for separate notifications or discovering closures after routes are disrupted, district personnel can make informed decisions using verified information shared by public safety agencies.
